It comes up randomly when you are using the Create a Horse page. The 10K lottery prize comes up fairly often, and the 1 million prize very seldom. The 250K happens somewhere in between. It's all a matter of luck, like any lottery. :DDe gustibus non disputandum. "There's no arguing about tastes."
