The game thinks there is a higher than normal chance you might be the same person and trying to circumvent the rules so it will not allow you to sell to one another. If you both have premium accounts it let's circumvent that (since premiums are allowed to sell to themselves). It's not an error but the way we keep cheating in check. The system has a lot of false positives but takes cheating down to effectively zero.

If you share an IP address you will be flagged instantly. One of several ways it can flag an account. New accounts are given millions worth of start-up bonuses. The choice is having strict anti-cheating prevention or giving no start-up help to new accounts. Otherwise, people can and do create endless new accounts to send money and pointed horses to themselves.

Members are quick to exploit any loophole that gives them free cash.
