Small straw bale disappears when tack editor is opened

As mentioned in the title - super minor issue. But the small straw bale does not copy when tack is copied onto the next horse.
Once it is added to a image, it disappears when you open the tack editor. If you add it in the tack editor instead, it stays.

Always post a link to the horse, but the issue here has nothing to do with the straw bale. Either it is not on the horse you are copying or it is loading out of order and can't be seen. But either way there is no but with the straw bale item specifically.

It "went" outta frame refresh the editor using the refresh button or close and reopen the editor it "glitches" on me sometimes to ... also clear your cache it helps

It is not out of frame.
The horse in your first image does not have the straw bale tack item. I am aware it was showing it but I refreshed the image and you can see it is now gone. I could tell it was missing by looking at the tack listed for this horse.
