Not sure if this helps, but I’ve found in off hours it’s usually easier to snag a few. I personally will sit there and stalk them on some days, refreshing the page every couple minutes for a new one to pop up, because I’m specifically looking for certain RS to use as foundations for my herd. I’ll usually only grab one or two per every 3-4 days myself because I’m only looking for specific ones, but I can see your frustration if you haven’t been able to snag any. I don’t know if it’s necessarily one person taking all of them so much as we just have a large user base? But it’s possible that limiting it may help.

However, definitely don’t count on it as a regular source of RS horses, as there’s two much easier ways to get them! The first is to log in to your create a horse page every day. Every sixth day you’re guaranteed your own RS which gets you two after you’ve shared it! And the other great way is to patrol the auctions for specific rank specials you want. Oftentimes I see them going for much cheaper than the sales board. So if, for example, you really like the Vault of Stars RS for your herd, then use the horse search to search tattoo name “vault” and check the box for “in auction”. Hit search, and you’ll be able to refresh that page every so often to see if any of them are available to bid on. :)

It also helps to make an ISO (in search of) the type of RS you would like. Many times players are more than willing to help unless it's a rare RS.
