It does not say I can put this guy up for public breeding and he is not up for breeding in chat rooms.. why can't I put him up for breeding or pull straws?

He's too old. From the Breeding Info tab:Horses can no longer breed at age 20.

the last year for a horse to breed is 19. you can't pull straws either from him.
