You can purchase a taller background set with IVs for taller horses :)

While I do have the larger backgrounds and horses able go up to 20hh now, I still go in and shrink my ponies down to be framed up at times. :))

I tried the tall, but liked resizing the regular better. Thank for all of the help!

Here is the reasoning behind it. The members who that want to breed for crazy tall also want that too big for the page look. Since it isn't that hard to avoid super tall, and you can hide it easily it allowing them to have what they want does not seem like a huge inconvenience for those who don't want that look. Keep in mind we are in the process of adding additional body type options that will be more vertically positioned and fit better at those extra tall sizes.
