    Are tack packs ever part of the galloping sale? If so what should I be looking for there? When do the things change out too? Is it what's listed for x days or do they change each day?

    Tack packs can be found on the Upgrades for HBs page in the left sidebar. Go there and click on IV Shopping, and all of the currently available tack packs are listed at the bottom.

    Felding is correct. You cannot purchase tack packs with money, only with IVs.
