Depends 100% on the horse. Max out can never produce better than what can normally be born from the parents.

There is no way to tell you if it is possible or not. It is different for every horse. Max-out ability can not be used for foundations. It sounds like what you want is a boost token. It would be a good idea to post a link to the horse you want to use it on to get better advice.
