Try the foundation rescue (put 13 in the owner box on the horse search). All their horses are perfect foundations (100% breeding ability, 9.9 PT and perfect consistency). When I checked they had one draft stallion from a tobiano herd helper available. They get new horses in after every auction, so if you don't find what you want today, try again on Friday.

You could also check the daily herd helper thread for a share of exceptional producing tobiano and create your own, if you want a B papered foundation rather than a C papered one.
