Is silver bay a form of grey?

Nope. Silver bay is Silver bay. Grey is grey. You can have a horse that is both, but if so, grey is the dominant gene, so the horse will grey out eventually.
Silver is a gene that makes the manes and tails of black based horses look 'Silverish'. It does not show up on red based horses, but can be hidden. ZZ is homogeneous for Silver and Zz or zZ is heterogeneous for Silver, and zz is no silver. -

With any other gene the shade and tone can be different which makes some look more "grey than others
This filly is very dark almost black. She has DP though
