Couple questions

If breeding is open to free accounts on the 3 why isn't pasture breeding open then as well?
When horses breed automatically in the pasture do you still have to pay for it?

Pastures open on the 5th for everybody to help keep the server running nicely.
And yes, you still pay if your pastures breed automatically. This does not happen until the middle of the month, though, as far as I know.Thanked by 1SummertreeFarms -

The pastures open at midnight between the 13th and 14th game time. If you're on the opposite side of the world, it may be more like the 15th when your pastures breed automatically when you first log in.
