Halloween Blackout and smarter subscription tracking

Halloween is just a few weeks away, there will be a special Trick or Treat HH event AND a Blackout event for the day.
I have also done even more work on smartening up subscription tracking. The upgrade manager page should now be showing you the ID for any active subscriptions and will do an even better job of warning you not to make multiple subscriptions. Please be sure to check and make sure everything looks correct.
