Are you asking about PT (performance testing), consistency, or breeding quality? Obviously her PT is higher than mom's, and both are consistent. However, PT does not indicate the breeding quality of the foal, but rather the reading quality of the parent (higher quality horses throw higher PTs in their offspring).

In order to know whether the breeding quality of your filly is better than the dam (or sire), you can do a few things.

1. Run breeding advice (available to free acounts) Horses must be at least the same or better than both parents to pass BA. You can also run strict breeding advice if you have access to that testing. Strict breeding advice is stricter (lol) than BA.

2. You can paper her (available to upgraded accounts). This will give you a better idea of your foals quality overall. Since your mare is an exceptional producer (red papered)foundation, your filly would most likely paper red or blue.

However if all you have is a free account, it's good to just go off of using BA to judge the quality of your horses. After you're able to save for an upgrade you can use things like papering (BI) or SBA (If you get premium) to help narrow things down even more. Or you could just breed for pretty colours and use the horses genetic code to cull for and not touch BA. The choice is yous! :)
