I have made 603 creates (1,507,500 hbs) but I have only gotten 2 sea ponies. If you get a sea pony in every 150 creates then shouldn’t I have at least have 4 sea ponies?

Edit : does it mean since someone has found all 15 sea ponies that the event is over and they are gone?

Idk how it even works. I think it’s every 150 total rolls in the game...which is difficult. Lord knows I’ve spent an insane amount of money the past few days and have gotten exactly 0 sea ponies (probs 300 creates....I filled my 210 stall barn and am almost full on a 120 stall). Statistically, I should’ve gotten at least ONE sea pony, but I think since it’s every 150 rolls in the game, it just depends on when you get lucky as the 150th roll? Idk

I think if the create page says they'll be available all month you can keep creating for them. :D

It's not 1 for every 150 you create, it's statistical. It means for every time you create a horse, there are 150 options for the dice to roll. 149 of them keep the regular horse tails, and 1 of them adds a tail. :)

And yes - Skylight won the prize for getting all 15 first. I think some others have them all or are very close. My alternate created (on Saturday) about 1000 horses and got 12 seaponies (was very lucky) but today she has created about 400 and not get any (not so lucky). That's how it goes :)

Just like when you buy a lotto ticket. It has the odds printed on it but doesn’t mean that if you were to buy that many you'd actually win anything it just means you better your chances at getting a winning ticket.

Players used to go on create sprees and try to get as many players creating horses at the same time to better their odds at getting candy horses.

Is this on all creates (Including the rank specials)? or just the "create a horse"?

it happens on any create, whether a special HH, or a regular create :)
