I accidentally bred her to a B stallion that was het SNF and got this surprise! Gonna have to flush her next season :-)

I think Rank specials must have a higher chance of getting snowflake randomly. All of my surprise snowflake foundations thus far have been Rank specials.SALVISTAR PERFORMANCE HORSES
