Yes, the ability to use tattoos comes with the Basic Upgrade.

If either the designer or the purchaser has been playing less than 2 months, then the best way to do the payment is for the designer to sell a "throwaway" (that is, not particularly valuable) horse for the price of the tattoo to the buyer. However, I've been known to use a nicely pointed show horse for this purpose because I usually have plenty.

If both buyer and seller have been playing for more than 2 months, the buyer uses the Pay Another Member feature under Community on the Member home page to make the payment.
