Question about rerolling portraits

I just GMT'd hom kp onto this stallion
1g PS Hidden Royal
But it is all strange and every time I reroll his portrait, to get an actually cloudy patch rather than just a patch covering his body, it come up with the text
'Message sent but no reply, image will appear at a later time'
Is this just because there is a server overload or is he bugged -
