It won’t allow me to sell my axiom horses in the buddy chat? Why?

Basic upgrades are required to sell in buddy chats, and from my end of things it doesn't look like you have a basic upgrade.

Well idk how I can give my axiom horses to the people who asked for them... they can go in public sales since it’s a restricted gene

Hmm, I'm not sure. There's no way that comes immediately to mind for me other than sticking them in auction so the buyers can bid on them, but that's not the greatest method for sure. Perhaps @ConfluenceFarms might have an answer for that.

You have to have a basic upgrade to list any horse in the buddy chats. Otherwise they need to be listed for public sale. I'm not sure how you would do it for the closed genes other than the auction. It's a good question.

Can you still use hb for to purchase a basic upgrade?

Yep! Through the "Upgrade with game money" page.

It costs 30 IVs for one year's upgrade.
