That would be my guess, too. If your primary barn is full or overfull, you will not be able to add horses to it, and as far as I know, horses removed from pasture, whether adults or foals, go into the primary barn. The solution is to move horses out of the primary barn into a different one.

In the case of mares, it may be that they will be returned to the barn they were taken from (I'm not positive about this but something in my memory is suggesting that Ammit may have made such an adjustment.) If so, then the barn(s) the mares were moved from might be full.
