Why can't I train every week? I can train new horses but it's been 2 weeks and I can't train my first set of foundies, even though they aren't leveled off.

Well, since you have the premium upgrade, you no longer have to! The game trains for you each week :) so all you need to check/train are new horses

You would never want to turn it off.

It's there to make things easier, since training is really just clicking the button until you've run out of horses. The larger your barn, the more thankful you get that that option is there.

Yeah, training is free and having the auto-trainer means all of your horses have trained before you show them. You’d never ever want to turn that off! It even trains new horses you buy at daily rollover every day.
