What happened to the breeding papers? A, B, etc?

I am going through my foals and it isn't showing the breeding papers selection? So is that now for just premium players? I have been off the game for a bit because of life emergencies right now. Any help would be much appreciated.

You have, to have at least a basic upgrade to get papers. It doesn’t look like you have one.

I still have a basic upgrade. Tried it on one of my foundation mares. Go to control panel, still under breeding inspection. She turned up with failed papers... So I know who to cull first once I start culling in that pasture.
All into high quality black based primitive duns and bootstraps. -

I just figured it out. My basic ended and I didn't see it til just now. Thanks everyone for the help. Been out of the loop for a while so having to relearn a lot of things.
