I am curious, can those that do not have an upgraded account purchase them and where can I find them, if they are able to purchase them? I would like to purchase the halloween set that I have been seeing as well as the draft one in time, but I am a bit lost. Thank you in advance for any and all answers.

To find them go to Upgrades and extra>Upgrade with game money> IV Shopping.
The Halloween is down the bottom and is 1 IV
