Delete accounts and start again

I was trying to fix mistakes I'd made when applying for this game and created three accounts in the hopes of transferring things around till I had one account that I liked. It doesn't work though.
How do I delete all my accounts and possibly start fresh with a new one? -
Member Home >Account and Stable Management > Deactivate This Stable
You can close down your extra accounts that way. Horses can not be transferred between accounts but you are more than welcome to start over with a fresh one. As long as you don't have more than 3 active unpaid accounts.Need to contact me? Read this first. Only send me a PM for PayPal issues or if I ask you to. Otherwise, make a forum post. You will get a better faster answer by making a post.

I deactivated one, but it’s still there. If I deactivate all three, will they be completely gone? If I create a new one, won’t it be seen as a forth account even if the others are deactivated?
