As long as your subscription is active you can apply any of the BCs to any horse you own. They keep them even if your subscription is canceled. You just can't apply it to new horses. The subscription also gives you access to the special event BCs that are no longer available to permanently unlo9ck.

Gene licenses and purchasing genes are two different things. When you purchase a gene you automatically get the license. You can also purchase just the gene license for half the price.

Several of the licensed genes are available in the GMT lab. (Go to the control panel on your horse page and select "Gene Mod Lab".) A few times a year many of the licensed genes will be able to purchase with GMTs, which you can buy with horsebucks. So while you can't unlock them any time without using USD, they do come around for special events.

And like Cottonwoods said you can also pay another member to purchase it for you if you don't wish to wait.

You can, though it might be more cost effective to get some in the auction and sales section. Especially if you're just returning with a smaller budget (added bonus you can pick up a whole pasture full, sneak in some make believe unicorn horns in the editor and have a bunch of fancy "unicorns" to breed from each month.)
