Sorting through my pastures..ugh

Just wanted someone to commiserate with, I suppose. I haven't been very active in my breeding programs for the past couple months due to the overwhelming thought of having to reorganize my pastures. I have no one to blame but myself, obviously, but it's a daunting task nonetheless.
I feel like my older gens are suffering from major mare lag, thus getting horses to pass sba is becoming difficult. My stallions must test superior, or if i like him in particular, I'll max him out to make him superior.
The mares, on the other hand, I'm not so picky. As long as they pass sba, in the pasture they go. I feel this has had a trickle down effect for my upper generations (6-12) so I'm not getting as many in tact as I should.
I know only about 1/3 or so pass sba on average, but I think the last time I bred my pastures, only 2 out of 28 of my gen 8 horses passed.
So, anywoo, if you've made it this far and my rambling has made any sense (cause I've never been accused of being articulate), thank you. I can use all the good vibes and advice as I finally tackle the overhaul of my pastures. So much testing is about to occur...

I am in a similar place, resulting from a couple of things:
Putting mares that tested worse than a Best in Pasture into a pasture, figuring "at least they'll be show ponies" but not accounting for their foals passing sba and ultimately impacting my lines.
Testing fillies and colts against the most recent Best in Pasture
and Not comparing my Best in Pastures against each other. I have several recent BiPs that test worse than earlier BiPs and thus all their pasture mates were kept for breeding even though they are a step down in quality...
My later gens are a mess. I elected not to do a mass cull, but I am being way more rigorous on what gets into my pastures now.~Purveyor of the finest riding horses in Rakia~
