Best of Pasture

What quality (or qualities) is the game judging in pasture foals when it gives you the "best of the bunch"? Just wondering because I bred a Gen 2 pasture and had a few of colts make it through unaltered this season. There were plenty of good mares too, I'm just comparing likes to likes for the sake of argument.
Colt A and Colt B were born on the same date/out of the same pasture breeding session. Stud 1 and Stud 2 are both HH top notch producers with the same creation date.
Colt A is by stud 1, passed GA/SAT and PT of 9.6. Colt A's dam is a HH top notch producer.
Colt B is by stud 2, passed GA/SAT and PT of 10.10. Colt B's dam is a HH rank special.
Colt A was deemed the best and I'm just curious as to why, considering the large PT difference. It probably has something to do with HH top notch x HH top notch, but I'd love someone to tell me about it :)
Anyone else wish it would give a best male and best female? -
Pasture best is determined by the breeding score that we don't see.
