Purchased Premium, can't seem to access my basic upgrades now.

I purchased premium (2 single months) while it's on sale for April so I can access eggs when my project mare ages up. But I don't seem to be able to access my basic subscriptions now to toggle the premium off? It says I have no upgrades at all in upgrade manager.

Ok, if I go into Legacy Upgrades it shows all 3, but only gives me the option to activate the premium, or deactivate the basics. But it also shows the basics as inactive and the premium as active. So I don't think any of those options are correct, lol. It also says I have a Premium subscription, which I don't believe I do.

You can't toggle off the premium. It will run down and then your basic will automatically reactivate. You don't need to worry about anything on the legacy upgrade page. The game automatically manages your upgrades.
