Foals do not have to be locked for a stallion to qualify, unlocked foals still count. Locking just prevents foals from being sold back to the game.

You can lock foals from the the control panel of a horse's page, there should be a futurity lock button. Foals you breed from stallion's you own do not qualify, foals must come from a stallion you do not own and be the same era as the stallion.

No, the foals must be bred by someone who has never owned the stallion. So you need to encourage people to breed by him, either through good performance, good genes, breeding swap, etc.

Yes. A lot of people will either swap straws or sell at cost if they want to qualify a stallion for the futurity.
