Can't create horses except default breed

I went to create some horses today to play with creating horses for a specific breed with the new art, but I can only choose my default (Capriccio) breed. My Doubleskunk, Pongatari, etc breeds aren't showing up as creatable.
Am I missing something?

Turn on the option to create horses with those breeds.Need to contact me? Read this first. Only send me a PM for PayPal issues or if I ask you to. Otherwise, make a forum post. You will get a better faster answer by making a post.
