Horse not showing tattoo for maxed but says can’t max again?

I didn’t think I maxed him, and just shows I upped his consistency but now I’m not sure! I went to max him out before this season and it says he can be maxed? Did I do it and the somatic tattoo that I did just isn’t showing?
