as the title says this foal is not able to be locked but I have never owned the stud and was just going through embryos I've made and it won't let me lock this foal.

It's because the foals are not the same era as the stud. To qualify for the futurity a foal must be the same era as the site.

Per the change log:

Updated Futurity Locking so that only foals of the same era as the sire can be locked, to prevent confusion.
