The merge page tells you what is required. The other account is not old enough.

Limits on merging
The account to be merged must be at least one year old.
Account to be merged can not have a premium subscription.
Merging will NOT cancel any subscriptions.
The account to be merged must have an identical email address to this account.
Merging to give yourself additional new account benefits on this account are never approved.

@BoredCowgirl I'm struggling with the same thing. Came to the conclusion that I couldn't continue keeping up with the puppet account I made back in the Summer only to find out I couldn't merge it with my primary account. Not sure what to do now since it is way too expensive and involved to merge my primary into this one. I haven't done a whole lot on here (cause it is too much extra to keep up with) so I just don't have the IVs. Plus my primary is pretty big and I feel like it would be a nightmare to try to merge it with this one. I understand why the change was implemented, but I wish I had seen that the time frame was going to be changed sooner. I probably would have been more realistic about how much time I have to spend on here.

@BoredCowgirl I'm not sure when it changed. I know when I made the puppet account to try out the new user experience it was 3 months so I knew I was going to have to wait until September to merge anyhow. So I fiddled around a little thinking I could do it without paying too much attention, but realized last month that it really was too much. Figured I would get them merged and organized this month before the Christmas festivities start in December. Ammit has changed it to 8 months now if you click on the merge accounts tab if that helps you any.
