I have a question about the max out ability page. I want to max out this guy.

But every time I go into the max out ability page, he doesn't appear on it. He meets all of the criteria (lined and unbred). There's a note on the bottom of the page that says only 1000 will appear in the dropdown menu, so if he doesn't show up, am I out of luck?
