So I bred my pasture today and it seems that some foals are having their image automatically regenerated "New Image Seed" when I add a background and refresh their image to see it. I only have screenshots of the first foal it happened with and tried a few others to see if the same thing would happen, some did and some didn't.

I really liked the image she was born with, having cute shamrock spots. After BG was added they went away, so I payed to regenerate her and try to get the spots back which worked.

Did you try just regenerating the image after it changed without getting a new seed? You do not pay to regenerate only to get a new seed.

I didn't, I wasn't quite sure what that option meant as I've never used it, but I will try that if I get more foals with issues.

I am guessing they did not change seeds. Instead what probably happened is that for some reason the shamrock gene didn't load which changes the order of the random generation and made it look like a new seed. Then you paid for a new seed and changed it for real. :)
