Can you purchase gene licenses with IVs??

I want to get Axiom Blue on this filly, and wanted to know if fantasy genes/ gene licenses were purchasable by IVs -
Not Ivs. But real money. Sometimes We have sells where we purchase GMTs to add genes. Sorry. Beautiful colt!
