You will need to use a drawing program or one for photo manipulation. If you have a Microsoft operating system on your device, you should have a copy of Microsoft's Paint 3D program.

You have to set your designing program to give you a square canvass. It's best to use a transparent canvas rather than a colored one. I usually set mine to 100 pixels square, so I can see what I'm doing. Once you have made your tattoo design, then shrink it to 25 pixels square. It must also use no more than 15 kilobytes of memory.
