He is very unevenly bred, safe to call him bootstrap. He’s not a star, he’s A papered, and it’s very hard to tell if he’s a low/medium/high just by looking at him. If I had to guess, I would say a low/medium A, since his sire is B papered and his dam is blue papered. It really depends on what you want from him that determines what mares to breed him to. If you want his genes into your bootstrap line, I would breed him to some gold paper mares, keep a star colt from him and breed his son to his daughters.

To tell if a horse is evenly bred look at the pedigree.

For most people evenly bred means generations. On the pedigree each vertical line that has at least 1 horse in it should be completely filled with horses without any place holder “foundation horse” name

Others refer to evenly bred as in matching paper levels breeding C papered studs to Yellow papered mares, B to Red, A to blue, *Star to *Gold.

Bootstrapping is when you take a low papered mare (a like fountain) and cross it to the highest papered stud you can (or the other way around but starting out people find it easier to find higher papered studs than high papered mares that you need a whole lot more of) you don’t run the foals through breeding testing because you will loose them to being snipped but lots will paper them and you breed them back to the sire. Continue until the paper levels increase when you find yourself with too many mares run them through breeding advice and that will narrow them back to the better quality mares.
