Tattoo help

Is their no way to draw our own tattoos anymore?
And how do we get pictures that are exactly 25x25 pixels? I’m having a hard time with it.Blossom Stables

As far as drawing a tattoo, I'm no help because I always pull a free image from Google or something similar. Shrinking a tattoo or banner though, I have a website I use.
