In most cases there is a random element to whether a horse has dapples, but some genes allow the option, and if a horse has one of those genes you can sometimes re-roll the image and get dapples (from the horse's control panel, not the refresh image button under its picture). Your horse gets his from the silver.
Sooty and/or DP can also cause dapples.

Amber, sable and classic champagnes can get these lovely reverse dapples. (I re-rolled this horse's image once to get the dapples)

The one gene that always produces dapples unless the horse's color is too pale to show them is S+. S+ dapples tend to be a bit more distinct then those from regular sooty.

Silver Bay or Silver Brown with one or two copies of DP are always super nice dapples, too.
