Leveled off mare competing at different levels?

Just noticed this mare has leveled off and is winning at the regional level, then gets bumped up to national where she loses, then dropped back to regional where she wins..... Is her score affecting what level she can compete in? I've seen this a couple other times but never thought to ask till now. http://hj2.huntandjump.com/horse.php?horseid=250650JustJumpIt1 #410
