It's determined by your Internet Service Provider or Cell Phone service. Each ISP is assigned a certain range of Internet Protocol Numbers. When you log in to the internet, one of them is assigned to you randomly, then returned to the pool when you log out. So if someone else who plays the game uses the same ISP, they might be assigned the same number at some time, and your accounts would become associated.
