Cloning Unavailable Inquiry

When I click on the Cloning Lab link, I arrive at the under construction page. "This page is currently undergoing maintenance. Until it is back online please feel free to utilize our Facebook group."
Is cloning currently down, and I overlooked the announcement? Is it only available during breeding season? I do not clone very often, so I have never noticed if it was restricted to certain days of the month.
