Yes if homozygous it should show on any base colour, at least that's my understanding. If other dilute genes are there though it might look a bit different

If you are looking for bright eyes on a dark base, maybe try for hom dp brown buckskin. That way, if the horse was only heterozygous for tiger eye, the gene would still show. If the horse was homozygous for tiger eye, the effect would be more enhanced (at least I think so?)
