"Exceptional" Producer Not Exceptional?

So I used a herd helper to get this guy, and Im a little confused. I used the "Exceptional Producing Appaloosa." Does it just mean in relation to himself? So all foals will be over 2.2 PT? Because, I thought it meant that the horse himself would be good, and when I looked at other horses with "exceptional" herd helper tattoos, they were all in the 9s at least. So what's going on with him? Because Im not gonna lie, I was pretty disappointed. Just an FYI, Im very new and still figuring out how the game works, and I dont know all the lingo. But before I breed him, I want to know what's going on with him and his low PT score. -
I asked the same question a while back and the answer I got was XPro refers to breeding ability not to PTscores. I have a couple XPro mares with absolutely horrible PT scores who throw nice babies. :)~*~ Justa ~*~

Showing Ability (PT) does not reflect Breeding Ability (Papers). Especially in foundations.
Here's a handy dandy list of all the HH's that given known 'scores', and what those are:
Great Show Horse: PT 9.9 and consistent. Random papering (not above C/yellow)
Top Notch Producer: 100% breeding ability (High C/yellow). Random PT and consistency
Perfect Foundation: 100% breeding ability (High C/yellow), 9.9 PT and consistent.
Exceptional Show Horse: 10.4 PT and consistent. Random papering (not above C)
Exceptional Producer: B/Red papering, random PT and consistency (Not above 9.9PT)
Exceptionally Perfect: B/Red papering, 10.4 PT and consistent.
A RS is either a PF, Expro, or Experf, and their HH should say which one they are.Producer of Volcanic Glass Drafts. Lapisobsidianus.
