I think that Ammit allowed that for the Secret Santa program. However, before last December, I believe that some players would ask Ammit specifically if they could gift someone with a closed gene and it was allowed, but I could be mistaken. EDIT: I learned that my answer is not correct. The advent page is still up (link shared by Ammit, below), so you can still directly purchase genes for another player’s horse. Yay!
