Account merge question

I have 2 basic upgrade accounts I want to merge. However, the merge option shows up on the purchase page for one barn but not the other. This is a little bit of a problem because the older larger account has fewer IVs and less cash.
Just curious -- is it because you can only absorb smaller accounts? Or is it the order in which the accounts were created? -
