This filly appears to be Leopard, but she has patn+ and patn1 , so she would not be considered a leopard ?

Genetically speaking, not technically a leopard, but visually (phenotypically) speaking, I'd call her a leopard if I saw her in a field. :P

Ammit has mentioned before that PATN1 isn't the only indicator of blanket size - there's another hidden gene that affects it too. Same goes for spots size, actually - number of darkening genes affects it, but there's a hidden gene affecting it as well.

She looks more like what one would call a near leopard. She still has just a bit of color left on her legs - so, though she looks close to leopard, she is blanketed. She just has a really big blanket!

She's similar to this guy - who is also PATN1 / PATN+ and has a very large blanket. But, he still has some solid color left on the legs, like your girl does.

This girl is a complete leopard (PATN1 / PATN1) and you can see her legs are solid white with the spots.
