Wouldn't this foal's parents make a lethal gene? Am I missing something as to why he survived?

Nope! Both parents are Het frame, and there is a small chance when crossing Het x Het that it would be Homozygous. (Homo frame is lethal)

Edit: plus, both of the parents white factors are extremely low.

If you want the math...

25% chance of overo lethal white (hom frame)
25% chance of het tobiano W2 frame
12.5% chance of hom W2 het Frame*
12.5% chance of hom tobiano het frame
12.5% chance of tobiano W2 (no frame)
6.25% chance of hom W2 (no frame)*
6.25% chance of hom tobiano (no frame)

*hom W2 is lethal at higher white factors, so small chance there.
