You must have miscounted how many you have. I did a search on your horses. There are 19.

It should change with the number of horses in the barn, yes. Sometimes if you're seeing weirdness with stall numbers or visuals, it can help to log out and log back in.

That won't help you at the moment if the numbers line up :) but try to remember to try it after you sell another horse if the numbers still don't change.
