Are basic upgrades considered free or paid accounts?

Question is same as title.
I have 3 accounts already with the basic upgrade; I'm interested in starting a 4th account, but I want to make sure that I don't go over the "3 free" limit. Do the basic upgrades count as "paid" accounts in that regard?
Or would I need to make one of my current 3 accounts a premium in order to start the 4th account?
